The EMEP roadmap spans ten phases, from foundational research to enterprise pilot deployment. Each phase delivers discrete, testable artifacts and feeds into the next through formal quality gates.

Critical Path

The critical path runs Phase 0 → Phase 1 → Phase 2 → Phase 3 → Phase 5 → Phase 6 → Phase 7 → Phase 8. Phase 4 and Phase 9 sit on parallel branches. Phase 4 must complete before Phase 5’s evaluation integration. Phase 9 is strictly optional and gated on enterprise readiness.

Quality Gates

Each phase ends with a formal quality gate:
  1. Documentation completeness: spec coverage above 80%
  2. Test traceability: every requirement linked to a test case
  3. Benchmark integrity: no regressions on the Optimization Set
  4. Security review: artifact signing and dependency audit
Phase timing assumes a six-person core team with access to A100-class GPUs. Delays in GPU procurement or benchmark licensing will shift the timeline.

Success Metrics

  • Phase 0-3: All specs written, all tasks in DONE state
  • Phase 4-5: First evolved candidate produced with PASS status
  • Phase 6-7: Sub-100ms inference latency on target hardware
  • Phase 8: Enterprise customer sign-off on offline deployment
  • Phase 9: RAG pipeline integrated with InferenceBackend
